Who can bring a pet?
This pathway covers personal cats and dogs that meet AVS rules. Check restricted breeds before planning: Singapore does not allow certain dog breeds and crosses. Only one specified dog may be imported within the allowed pet quota. The importer also needs a pet licence before applying for the import licence.
Microchip
The dog or cat must have an ISO-compliant microchip. Confirm the chip can be read and is recorded consistently in the veterinary book, vaccination record, rabies laboratory report, permit and export health certificate.
Rabies vaccination
A valid primary rabies vaccination or in-date booster using an AVS-accepted vaccine is required. For the primary vaccine, the pet needs to be at least 12 weeks old. Keep the vaccine name, manufacturer, batch and validity in the record.
Rabies titre test
Indonesia is Schedule III. AVS requires blood sampling at least 28 days after a valid rabies vaccination and at least 90 days but no more than 12 months before export. The sample must go to a WOAH rabies reference laboratory or another laboratory permitted under the AVS conditions; the result must meet the prescribed threshold.
Import permit
Obtain the dog or cat licence first, then apply for the AVS import licence and book the Animal Quarantine Centre space through the Quarantine Management System. The licence, quarantine booking and flight date must line up. Use an AVS-recognised pet agent for personal-pet import clearance at CAPQ.
Government documents
Prepare the AVS import licence, pet licence, microchip and vaccination records, original rabies serology report, official Indonesian veterinary health certificate in the exact Schedule III format, and flight/air-waybill details. AVS may require additional declarations based on the animal and itinerary. Separately, when a pet actually leaves Indonesia, Barantin asks the sender to report the export through PTK Online and provide destination-required veterinary documents, vaccination records and, for dogs and cats, a protective rabies titre result. The pet is then presented at a designated exit point for quarantine inspection; an Animal Health Certificate is issued if requirements are met. If the final export is from a third country, use that country’s export certificate instead.
Quarantine and arrival inspection
Schedule III arrivals require at least 30 days of post-arrival quarantine at Singapore’s Animal Quarantine Centre. A quarantine place must be reserved before import. AVS says pets from Schedule III are also vaccinated against rabies on arrival; include the facility and handling charges in the plan.
Airline requirements
Confirm with the operating airline whether the pet travels as manifest cargo or in another accepted service; AVS clearance and the animal’s arrival time at CAPQ must be coordinated. Avoid flights that land outside facility intake hours unless the handling arrangement is confirmed.
Travel crate
The crate must meet the carrier’s live-animal rules and the aircraft’s size limits, with space for the pet to stand, turn and lie down. Ask the airline or pet agent to check the measurements, ventilation and water setup before the flight is ticketed.
Timeline
The titre sample cannot be taken until 28 days after vaccination, then export must wait until at least 90 days after sampling. AVS also requires permits, licence processing, an available 30-day quarantine slot and airline space. Plan several months ahead and verify the latest AVS timings before fixing the travel date.
Cost factors
Main cost drivers are veterinary vaccination and serology, official export documents, AVS licence and inspection charges, quarantine for at least 30 days, pet-agent handling, air freight, crate, airport handling and pickup. AVS publishes fees and quarantine rates that can change; check the current schedule when budgeting.
Frequently asked questions
How long is quarantine from Indonesia?
AVS places Schedule III arrivals in at least 30 days of quarantine at the Animal Quarantine Centre. Reserve the space before the pet travels.
When can the rabies blood sample be taken?
At least 28 days after a valid rabies vaccination. The sample date must also be 90 days to 12 months before export, using a laboratory accepted by AVS.
Can every breed enter Singapore?
No. AVS lists dog breeds and crosses that are not allowed. Check that list before starting vaccines, lab tests or a booking.
